A city may look accessible in an index while one of its residents still spends two hours a day traveling to a shift. That does not necessarily mean the ranking is wrong. A composite index simplifies many different characteristics into a ranking; personal experience answers a different, narrower question.

1. What the evidence shows

The Obce v datech project publishes a Quality of Life Index that compares municipalities using a set of thematic indicators. The overall ranking is therefore created by aggregating several domains, not by asking directly about the life of every resident.[1]

Every composite index requires choices about indicators, normalization and weights. These choices determine how readily a strong result in one domain can offset a weakness in another.[1][2]

Smart-city methodologies recommend linking output indicators to user needs and local context. The availability of a stop or road does not in itself determine an individual’s actual travel time.[2]

2. How to read the claim in context

A ranking answers the question its authors embedded in the weights. If transport makes up only part of the total, good healthcare or services can offset a transport weakness. For a resident with a long daily journey, however, that compensation is not real.

Personal commuting is affected by the start of a shift, the precise address, connection times, reliability and the option to work from home. A municipal average or a distance is therefore not an individual journey time.

An index is useful as a starting point for diagnosis: it highlights municipalities and topics that merit attention. Investment decisions require examining the individual indicators and supplementing them with travel data for specific groups.

  3. Does it measure distance, the availability of connections or actual time?
  4. Which groups and times of day does it cover?
  5. Does the conclusion change under a reasonably different set of weights?

4. Conclusion

A quality-of-life index can reduce a complex map to a useful overview. It should not, however, overwrite the experience of a person whose particular route, shift and transfers are entirely absent from the aggregate.
