The question is: what is meth in the Czech Republic — from production to use to the end of people on it? It sounds simple until we notice that we are not comparing one thing. A brand from a pharmacy of the thirties is not today's exposed brewhouse. The lifetime experience of four to five percent of adults is not thirty-eight thousand people in the risky use estimate. One hundred and eighty four breweries is not a production map. Twenty-seven deaths in which a special registry in 2024 found meth oramphetamine, not an annual addiction bill. Only when these four things are separated, it is possible to read what the National Monitoring Center, the National Anti-Drug Center and the court are actually measuring in 2024 and 2025 — and what does not yet result from the "end".
1. An epidemiologist, a policeman and a field worker see the same substance in three statistics
Let's imagine a table on which there are five files and no material to photograph. An epidemiologist from the National Monitoring Center for Drugs and Addictions makes an estimate: there are 47.5 thousand people in the Czech Republic who use drugs at risk, of which 38.2 thousand are methamphetamine users. He says it's a multiplication of service clients, not a body count on the street. He is right about the drive his message can carry [1][2].
Next to him sits a criminal investigator from the National Anti-Drug Headquarters. He says that meth has the greatest health, social and criminogenic effects among stimulants in the Czech Republic, that production and distribution are changing, and that the price in the regions varies in the order of thousands of crowns per gram. He is right about the market he sees in the files and intercepts. It does not measure the same thing as the epidemiologist's estimate of 38.2 thousand [4].
The field worker of the low-threshold program places the third file. In 2024, there were 41.0 thousand low-threshold drug users, of which 30 thousand used meth and 36,000 injected drugs. This is a service contact. It is not the prevalence in the population and it is not the number of exposed boils [1][2].
The psychiatrist adds an outpatient report: among patients with illegal drugs, "other stimulants" — meth and amphetamines — are a strong group, but the polyvalence is greater. The public prosecutor sees § 283. The family sees a person who does not sleep, loses weight and loses his job. Everyone is a little right. But no one counts the same unit.
At first glance, it's a dispute about "how bad meth is in the Czech Republic". In fact, each defends a different object: the estimation of risky use, the police picture of the market, the clientele of the services, the diagnosis, the fact, the household. That's why everyone can be partially right and the common sentence "meth will destroy the Czech Republic" still wrong. So the first rule is not: believe the worst number. It reads: write one sentence that the number is supposed to prove.

2. Meth has at least six layers

The word meth appears as one subject. In a file, at school, on television and at the family table, it refers to a substance, a person, a crime and death. It's actually a bundle of layers that don't add up.
The first layer is the name and chemical identity. The active substance is methamphetamine. Folk meth, pico, gingerbread. The pharmaceutical brand Pervitin from Berlin in the thirties is the history of the drug. Today's illegal market is a different regime [16][4].
The second layer is the menu. For the year 2024, the NMS records 184 discovered brews, seizures of powder and tablets with (pseudo)ephedrine, and the coexistence of domestic production with imports. This is a police and surveillance image. It is not a recipe and this text does not provide one [1][4].
The third layer is use in the population. Lifetime experience, use in the last twelve months, school ESPAD, estimation of people who use drugs at risk, injection and metabolite in waste water measure four to five different things [1][8][6].
The fourth layer is damage to the body. Infection, non-fatal intoxication, injury, traffic accident, dual diagnosis, special mortality register. Each series has a different denominator [1][2].
The fifth layer is law. Manufacture and other disposal under Section 283 of the Penal Code is not possession for personal use under Section 284 and is not an offense under the Narcotics Act. The quantity greater than small is case law, not the impression of weight on a kitchen scale [10][12][13].
The sixth layer is care and what people call the end: low-threshold contact, psychiatry, therapeutic community, prison, debt, housing loss, death. The end is several accounts. There is no one destiny that can be read from one statistic.
This layering is not an academic detail. Determines whether the number belongs in the sentence at all. If we are talking about a brand, we cannot turn it into a map of Czech breweries. If we are talking about ESPAD, we cannot make it an estimate of 38.2 thousand. If we're talking about death in the registry, we can't make it a biography of everyone who has ever taken the substance.
3. The best reading is the one you can bear to confuse
An article about meth usually falls into one of five mistakes. Either pharmaceutical history becomes the explanation of today. Or a lifelong "someday" will become a youth epidemic. Or the exposed brewhouse becomes proof that "everyone cooks." Or the injection becomes HIV. Or a death with a substance in toxicology will make a verdict that meth kills more than opioids because it is Czech.
The table is not a ranking of horror. It is a map of confusions that the text has to endure before forming a conclusion from them.

This does not mean that the damage is small. It follows that the damage that the sentence takes must sit on the layer that the sentence names.
4. A brand from a pharmacy is not a Czech brew

Pervitin is such a common word in Czech that it looks like a homemade invention. Chemically, it is methamphetamine. The Pervitin brand was launched by the Berlin company Temmler-Werke in 1938 as a stimulant after a patent from 1937. In Germany, the preparation was later subject to prescription; The Deutschlandmuseum lists availability by prescription until 1988 [16]. The military administration of the Wehrmacht tablets is a historical document about another country, another regime and another legality. TIME cites historian Steinkamp regarding blitzkrieg; this is a debate about wartime pharmacology, not about the Czech low threshold of 2024 [17].
In 2025, the NPC explicitly states that methamphetamine is traditionally referred to as methamphetamine in the Czech Republic and that the Czech market is specific in Europe with a historically rooted community production model and a high proportion of at-risk users [4]. That is the description of the market. It's not proof that today's illegal methamphetamine is a Temmler pill. Nor is it a guide to how the fabric is made.
It does not follow that the name is a coincidence. It follows that the name survived the regimes and that today's reader lumps drug, war pill, kitchen kettle and imported industrial methamphetamine into one word. The first distinction of the article is therefore not moral. It's nominal: when you say meth, say which of these four things you mean.
5. Lifetime four to five percent is not thirty-eight thousand risky
The Illicit Drug Report 2025 summary states that 4-5 percent of people over the age of 15 report lifetime experience with meth. Ecstasy 5-7 percent, cocaine 5 percent. 29-34 percent use cannabis at some point in their lives. This is the general population and the "at least once" threshold [2].
The 2023 national survey in the face-to-face part showed a lower point: 2.3 percent meth sometime in life. Another wave of the same research year reported 3.8 percent. Therefore, NMS works with a band of 2024 studies in aggregate, not with one magic percentage [1]. Neither of these values is an estimate of the 38.2 thousand people using meth at risk.
The NMS defines risky use in the European tradition as: injection use and/or long-term or regular use of methamphetamine and opioids. That's a different threshold than "I tried it at a party in 2011" [1].
According to the NMS, the rate of meth use in the general population has been stable over the long term. For cocaine, on the other hand, the prevalence has been increasing in the last twelve months. Stability in the general population and growth in the LDR estimate for meth may be concurrent because they do not measure the same density of use [2].
This does not mean that the experiment is without risk. It follows that the sentence "every other person takes it" does not follow from the lifetime four percent. And the sentence "we have 38,000 addicts" does not flow from the same four percent either. Addiction as a diagnosis is another threshold that these two lines do not open by themselves.
6. ESPAD for sixteen-year-olds is not a map of adult cooking
The European school study ESPAD 2024 in the Czech Republic worked with 6,845 questionnaires, of which 2,977 were from students born in 2008. At least once in their lives, 25.1 percent of sixteen-year-olds used an illegal drug, most often cannabis (23.9 percent). Methamphetamine and amphetamines equal 1.4 percent over a lifetime. Cocaine 1.9 percent. Past twelve-month use of meth, amphetamines, cocaine, and heroin varied between approximately 0.8 and 1.3 percent [1][8][9].
The NMS reports that the rate of meth use among Czech sixteen-year-olds was the same as the European average in 2024. Hallucinogens and ecstasy were above average. That's an uncomfortable sentence for a headline that wants to make the Czech Republic a country where meth starts in high school [1].
The decline in the lifetime prevalence of methamphetamine among NMS students dates back to 1999, the number has been stable in the last ten years. This is not proof that the mature risk market is disappearing. The 16-year-old in school and the twenty-eight-year-old in the LDR estimate are two populations [1][9].
It does not follow that the school does not have prevention. It follows from the fact that ESPAD does not measure breweries in the Moravian-Silesian region and does not measure 30 thousand low-threshold clients. Whoever makes a map of Czech production out of 1.4 percent adds up a school questionnaire with a police object.
7. The multiplier from the low threshold is not counting people on the street
The estimate of 47.5 thousand people using drugs at risk and 38.2 thousand with meth is based on the multiplication method from data on clients of risk minimization services. 42.5 thousand by injection, approximately 90 percent of the LDR. For opioids and meth by injection, approximately 89 percent [1][2].
That's a strong number and has a caveat already in the method. We don't see everyone taking. We see those that pass through the network, and from them the whole is estimated. As the network thickens, the estimate can grow without the hidden market growing by the same amount. As the network becomes sparser, the estimate can drop without the damage dropping.
In low-threshold programmes in the year 2024 41.0 thousand users, 30 thousand methamphetamine users, 9,000 opioids, and 36,000 injecting users. The NMS notes a long-term increase in the number of meth users in this clientele [2]. Contact 30 thousand and estimate 38.2 thousand are related ranges. They are not the same. The first is a registered contact. The second is the model.
In prison in 2024, 62 percent of those convicted in the survey reported experience with an illegal drug before entry; lifetime methamphetamine 47 percent, in the last thirty days before onset 31 percent. 27 percent have used drugs in prison, most often meth (sixteen per cent). The share of people using drugs at risk in the prison population of the survey rose to 44 percent, an estimated 7,900 people [1]. This is the prison layer. It is not the estimate of 38.2 thousand transferred behind the wall.
8. The exposed varna is not a production map
In 2024, 184 meth brews were discovered in the Czech Republic, in 2023 189. Small home brews predominate: 57 percent with a capacity usually lower than 50 grams per cycle. The number of boils in the order of hundreds of grams up to half a kilogram per cycle is increasing. According to the NMS, large-scale production intended mainly for export was detected most often in the northwestern borderlands and in the Central Bohemia region. Most exposures: Moravian-Silesian Region 35, Jihomoravský 32 [1].
In the 2024 annual report, the NPC lists around two hundred laboratories and specifically 192 for 2024. This is not proof that the NMS is miscalculating. They are two outputs of two records. They don't add up to one "true" count unless the message says they're the same set [5][1].
The text is allowed to say what the detection measures: objects found by the police. He must not turn 184 into a sentence about how many breweries are running in the country. He must not make a guide out of the capacity of the cycle for those exposed. According to the NMS, the main precursors remain ephedrine and pseudoephedrine from drugs imported mainly from Poland and Serbia; in 2024, 97.6 thousand tablets and 80.4 kg of powder were secured. That's a capture of the raw material, not a recipe [1].
According to the NMS, meth production in the Czech Republic largely supplies the domestic market. At the same time, large-scale production is retreating abroad — Poland, Germany, the Netherlands, Belgium [1][4]. Both sentences can apply. The first describes where part of domestic production goes. The second describes where the more industrial grade moves when criminal pressure rises in the country.
9. Domestic production is not the same as imported industrial methamphetamine
An NPC in 2025 describes a concurrence that the caption likes to delete. Traditional community production in small laboratories, often in apartments and farm buildings, with an output in the order of tens of grams per cycle, stands next to the import of large-volume methamphetamine produced in Western Europe and to cases where the imported substance is further modified in the country or mixed with domestic production [4].
Both the European Drug Agency and the UNODC warn of the transfer of synthetic stimulants to industrial laboratories. The NPC mentions the Netherlands, Belgium and the Baltic states. The global turn to Afghan ephedra is the context of the world market. It is not a description of a Czech kitchen brewer, and this article does not turn it into a home script [4][21][15].
This does not mean that the "Czech way" has disappeared. The 184 uncovered brews in 2024 contradict this. It follows from the fact that the user at the end of the chain does not measure which of these offers came into the bag, and that purity and impurities are therefore not one of the characteristics of "Czech meth". Mixing domestic and imported according to NPC, on the contrary, increases the variability of the composition [4].
According to both NMS and NPC, distribution is moving from the street to online groups, mail order services and dead boxes. This changes the trail for the police. It does not change the definition of the substance and does not authorize the article to make the encrypted group a buying guide [1][4].
Environmental burden — toxic waste and fire risk — is a recurring theme in police reports. It's a waste of space and water, not proof of the number of users [4].
10. One hundred and sixty-four kilograms of capture is not the country's consumption
In criminal proceedings, 884 seizures of meth in the amount of 163.8 kg of powder were registered in 2024. In total, NMS states 164.9 kg. In misdemeanor proceedings, 1,542 seizures of 1.1 kg. The majority of criminal cases, 72 percent, consisted of seizures weighing less than 10 grams. The biggest catch was 93.0 kg [1].
This is important geometry. Median catch and total kilograms tell two stories. The sum pulls one big piece. The number of cases is driven by small weights. Whoever makes 164 kg the "annual consumption of the Czech Republic" ignores that the seizure is what is found, not what is consumed, and that one case can weigh more than hundreds of small change.
Cannabis remained the most frequently seized drug (1,022 seizures of dry matter, 609 kg in criminal proceedings). Pervitin was second in the order of interceptions. Capture order is not damage order. Both the NMS and the NPC agree that the biggest health and social burden of the stimulant is methamphetamine, while the seizure statistics in kilograms may look different [1][4][2].
11. Sample purity is not batch safety
In 987 analyzed samples of meth in 2024, the average proportion of the active substance was 68.8 percent, minimum 0.1 percent, maximum 81.8 percent. The ten-year average is between 64 and 70 percent, and the NMS is seeing an increasing trend. The price was known in 387 cases: most often 2,000 CZK per gram, range 500 to 5,000 CZK [1].
In the 2025 annual report, the NPC states that the purity of the seized methamphetamine is usually between 70 and 80 percent, and the price, depending on the region, is most often CZK 1,000 to 2,500 per gram, close to cocaine [4]. This is not proof that one of the numbers is lying. They are two outputs on different files and in a different rounding language. The article must not average them into "true purity".
High purity in the police laboratory does not mean that the particular dose on the table is predictable. The minimum of 0.1 percent in the same set of 987 samples is a caveat against the sentence that "Czech meth is always pure." The maximum of 81.8 percent is a reservation against the sentence that additives protect the user. Neither is an instruction manual. Both are an argument why the eye and reputation of the dealer are not toxicology.
Convergence of price with cocaine NPC associates with polyvalent use. This is a market observation. It is not proof that every low-threshold client alternates between the two substances [4].
12. Injection application is not an HIV epidemic
About 89 percent of people who use high-risk opioids or meth inject. This is the main route of transmission of infections in this population. It is not automatically a Czech HIV epidemic [1][2].
In 2024, 269 new HIV cases were reported, of which 6 were transmitted by injecting drug use and another 15 had a history of injecting drug use. Since 1985, the NMS has recorded 179 cases of HIV transmission via injection. The share has been low for a long time [2].
Viral hepatitis C is another tally: 1,445 new cases, 668 (46 percent) among people who inject drugs. Hepatitis B: 40 cases, including 6 in PWID. Hepatitis A in 2024: 634, including 20 in PWID; as of October 5, 2025, already 1,842 VHA cases in general epidemiology, which the NMS states as the context of the increase, not as a meth series [2].
In 2024, 9.1 million syringes were dispensed, 213 per injection user. The NMS reads this as the WHO high coverage band for HIV prevention [1][19]. It measures harm reduction material. It does not measure whether a particular person has used the syringe once.
Psychiatric comorbidities are reported by the NMS in 30-60 percent of addiction service clients; in patients treated with opioid agonists, a dual diagnosis of 57 percent. Toxic psychosis is present in the clinical description of services. It's not a one per cent national "meth insanity" registry [1][2].
Naloxone (Nyxoid) in 31 programs: 982 doses, 218 reported uses that averted opioid overdose. That's opioid insurance. It does not transfer to the stimulant [2]. Anyone who makes low-threshold success with opioids proof that meth overdoses are solved has gotten the substances wrong.
13. Twenty-seven meth deaths on the registry is not an annual account of addiction

The Special Mortality Register recorded 73 fatal overdoses of illicit drugs, volatile substances and benzodiazepines in 2024. Illegal drugs and volatile substances were identified in 52 cases: opioids 30 (including 6 heroin/morphine), methamphetamine or amphetamine 27, benzodiazepines 21 — the most in a decade. Combinations of substances are growing [1][2].
So twenty-seven is not the sentence "twenty-seven people died from meth." It's a sentence: in 27 of the 52 cases with an identified illegal drug or volatile substance, meth or amphetamine was in the toxicology, often in the landscape where the substances add up. Opioids in the same denominator of 52 cases have 30. Anyone who wants to make methamphetamine the number one killer in the Czech Republic must first understand that the register shows stronger traces of opioids this year, and that benzodiazepines are on the rise.
Non-fatal intoxication: 675 cases, 380 related to illegal drugs; among them stimulants including meth and unspecified drugs. Hospitalizations for illegal drug injuries: 467 (3 percent of drug-related injuries). Traffic: 415 accidents under the influence of illegal drugs (0.45 percent of all accidents), 12 deaths; 101 cases of a combination of alcohol and drugs in the culprit [2].
These are the ends recorded by the healthcare and transport sectors. It's not all endings that the family calls the end: loss of children, housing, teeth, work, relationship. The NMS partly captures these in the social chapter — unstable housing, debts in the order of hundreds of thousands for low-threshold clients, estimated social costs of illegal drugs of CZK 5.6–6.7 billion compared to tens to hundreds of billions for alcohol and tobacco, household spending on illegal drugs of around CZK 10 billion(0.3-0.5 percent of spend) [2]. Billions is a macro account. They are not biographies.
The twenty-seven drug-related deaths on the registry are not the end-all-be-all.

14. Section 283 is not section 284 and is not an offence

In 2024, 4.2 thousand primary drug crimes were registered, two percent of all detected crimes. Most often, the production and distribution of methamphetamine according to Section 283. Of those arrested for primary criminal offenses, approximately 47 percent had a connection with methamphetamine, and approximately 35 percent with cannabis. The share of those detained for personal possession under Section 284 rose to 21 percent [1][2][10].
There were 2,545 persons convicted of primary criminal offenses, most often for the production and distribution of methamphetamine or cannabis. Main sanction: suspended sentence 53 percent, non-suspended 26 percent. Under the influence of illegal drugs 5,628 crimes (36 percent of crimes under the influence of addictive substances), most often endangerment under the influence (Section 274) and drunkenness (Section 360) [2][10].
Offenses related to illegal substances: 10,369. The NPC registers 9,644 persons for offenses of illegal handling; 76 percent cannabis, 17 percent meth, year-on-year decrease in meth by 403 people [1].
The criminal panel of the Supreme Court considers more than a small amount of methamphetamine to be more than 1.5 grams of the drug, which must contain at least 0.5 g of methamphetamine as a base or 0.6 g of hydrochloride. Below this threshold, without signs of distribution, it is usually not a § 284, but an offense under the Act on Addictive Substances. Indicative values are in the annex to the opinion Tpjn 301/2013; a particular matter may require toxicology [12][13][11].
The amendment, effective from January 1, 2026, releases cannabis within the legal limits for persons over 21 years of age. Methamphetamine is not legal under this amendment. Conflating "partial legalization of cannabis" with meth is another layer of law [4][10].
This does not mean that possession of less than 1.5 grams is without consequence. It follows that the sentence "for meth goes to jail" without substance and without quantity is a map without scale.
15. Contact with a low threshold is not a cure
NMS addiction services are divided into prevention, risk minimization, outpatient clinic, short-term stabilization, residence and aftercare. In 2024, there were 15,059 people with addiction to illegal drugs in outpatient psychiatric care. Report A013: 13,796 users of illegal drugs and volatile substances, including 3,584 other stimulants (26.0 percent) and 4,735 polyvalent (34.3 percent). The age of 30-39 dominates meth in the clinic [1][2].
Treatment seekers: 5,339 people reported methamphetamine. Therapeutic communities supported by the Government Office: of 343 people using drugs, 234 had primary meth, average age 31 years. Aftercare with sheltered housing: meth primary in 587 of 743 (78.8 percent) [1].
This is a strong concentration of meth in the treatment network. It is not proof that 38.2 thousand passed through the community. 234 seats in eleven communities is a bottleneck against the LDR estimate.
Treatment with opioid agonists (1,991 people in NRLUD in 2024) is an opioid track. There is no similar substitution for meth in these figures. Therefore, the stimulant appears elsewhere in the network: low-threshold, ambulance, community, prison units (571 voluntary, 208 protective treatment in 11 prisons) [2].
State spending on addiction services 1,054.3 million CZK in 2024, with regions and municipalities 1,631.1 million. VZP for disorders from illegal drugs 527.4 million CZK, of which 380.3 million for combinations of substances. This is the payer's account. It's not a "how much did meth cost" bill [1][20].
As of September 2025, 220 addiction services were certified. The map of services on drogy-info.cz is a practical output of this layer. It is not a promise that a person who enters the map will exit the fabric [2][3][14].
16. Wastewater measures metabolite in the city. It does not measure a person's destiny

Wastewater analysis in the SCORE project has been running in Europe since 2011. For the Czech Republic, the T. G. Masaryk Water Management Research Institute is a partner. In the 2024 campaign, NMS lists seven cities: Prague, České Budějovice, Pilsen, Karlovy Vary, Ústí nad Labem, Brno and Ostrava. Results confirm above-average concentrations of methamphetamine compared to other European cities and year-on-year increase against 2023 for methamphetamine, MDMA and cocaine [1][7].
EUDA as of March 18, 2026 summarizes the 2025 campaign: approximately 115 cities in 25 countries, weekly mixed samples at the influent of treatment plants. In Europe, methamphetamine is historically concentrated in the Czech Republic and Slovakia, with signals elsewhere as well. Unlike cocaine and MDMA, methamphetamine's high is spread over a week, not just a weekend. The burden in the city is not a diagnosis of the resident. Industrial inputs and the uncertainty of the method are among the reservations that EUDA carries with the method itself [6].
This does not mean that wastewater is "worthless". It follows that the ranking of cities measures the metabolite at the inlet, not the number of people who end up on the mortality register, and not the number of breweries in the county. Ústí or Budějovice at the top of the European comparison are an argument about the geography of consumption. They are not an argument about the name of a specific person.
17. Three questions will say more than the word meth
The headline asks for a story from bid to death. The record asks three questions that will bear the mistake.
What needs to be tested before you say "it's cooked in the Czech Republic"
Whether you are talking about the 184 uncovered breweries in 2024, the seizure of 97.6 thousand tablets of (pseudo)ephedrine, or the import of finished methamphetamine, which the NPC puts next to domestic production. Whether you separate the object that the police found from the production that they did not find. This test ends at the source. It doesn't start with progress.
Three tests before the sentence about the end
First: which end. Death in 27 registry entries, prison, dual diagnosis, loss of housing, debt. The second: which substance in the body. Pervitin, opioid, benzodiazepine, combination. Third: which population. Sixteen-year-old in ESPAD, low-threshold client, applicant for treatment, convicted, deceased in a special register.
Before looking for a tutorial
The article, which promises production, use, and ends in one shot, seduces to the third, forbidden layer: the how-to. That layer is not here. It's not a gap in the reporting.
