When a school grade does not say what a child can do

A single number on a report card compresses knowledge, effort, discipline and the school’s local rules. The same grade can therefore summarise different performances for different pupils and shape decisions about the next stage of study, without itself proving what the child can do.

Mathematics maturita: What the difference between two years really measures

When the failure rate on the mathematics maturita moves from 4.9% to 12.4%, the gap alone does not say whether pupils’ knowledge, the difficulty of the test, the mix of those who entered, or several of these at once has changed. In 2025 an expert commission judged the test harder than in the previous three years and widened the original scoring key for one item; the published papers still do not give an exact causal breakdown of the year-on-year jump.

A drop of hundreds of thousands in enforcement cases looks like improvement. Data from the Chamber of Court Executors show that what is leaving the register are mainly unsuccessful proceedings. The number of people on the books is falling much more slowly.

Air quality in Czechia: Are we measuring where people breathe?

The average urban exposure indicator for fine particles in Czechia has fallen by more than half from the baseline period, and in 2024 stations with sufficient data met the annual EU PM2.5 limit. Specific traffic sites and areas loaded with benzo[a]pyrene nevertheless have a different profile from the national average, and many measured values remain above WHO health-based guidelines. The country average is therefore not an estimate of every person’s dose.

The state and the Union have allocated tens of billions to insulation, boilers and electric mobility. Press releases often cite the number of applications and devices, while energy or climate impact requires a different kind of evaluation. In an audit of apartment buildings for 2015–2020, reported savings reached, according to the NKÚ, about 41 per cent of the plan for IROP and 13.5 per cent for the NZÚ sub-programme; these figures cannot automatically be applied to all of today’s subsidy programmes.

Speed limits and accidents: What the data says versus political rhetoric

A higher motorway limit and urban 30 zones are often treated as one dispute, even though they involve different roads, users and consequences. Police statistics describe accidents and their classified causes; they do not by themselves prove the effect of a single sign. A decision needs actual speed, traffic volume, geometry, conditions and the long-term accident record.

The figure of 407 billion koruna denotes the publicly communicated base EPC price in 2023 prices. The interval of 600–700 billion is a political estimate after including the cost of money, not a public audit of final costs. Neither figure by itself determines the price of electricity.

An exemption from the register may hide a contract. The financial risk does not vanish

In August 2026 a proposed exemption from the register of contracts for some contracts relating to new nuclear units was described in public. Without verification of the final wording of the amendment, the full scope of the exemption cannot be determined. Failure to publish a contract would not, however, by itself remove financial obligations or the need for substitute public scrutiny.

When an algorithm decides on a loan: accuracy is not the same as fairness

Credit scoring can speed up and sharpen an estimate of risk, but the outcome depends on the data, the objective, the threshold and human review. Proxy variables can create differences between groups; public sources do not, however, show that every Czech bank uses them, nor that automation always outperforms a person.

The law targets housing need. It will not solve high housing costs on its own

The Housing Support Act targets people without adequate housing, people at risk of losing it, and some households left below the subsistence minimum after the benefit and actual costs. Not every household with expensive rent will qualify; a valid lease alone does not exclude it.

A deepfake of a familiar voice: the voice alone is no longer enough to verify identity

With some tools a short sample can be enough for a convincing imitation; quality depends on the model, the language, the source and the transmission channel. Five seconds is not a universal threshold, and a “perfect voice” is not a documented category. For payments, verification through a second channel is safer than relying on hearing.

The proposed 24 billion package for health insurers is not yet 24 billion of care

On 8 June 2026 the government approved a draft package meant to strengthen the public health-insurance system in 2027 by 24 billion koruna: roughly 21 billion through a higher payment for state-paid insured persons and about 3 billion by a transfer from operating funds. It is a proposal, not an act in force, and a higher receipt alone does not guarantee a shorter wait or a new practice.

The 389 billion deficit proposal means a year-on-year deepening

On 31 August 2026 the Ministry of Finance submitted to the government a draft state budget for 2027 with a deficit of CZK 389 billion. The figure is below four hundred billion, yet CZK 79 billion higher than the approved deficit for 2026. It is a proposal before government and parliamentary debate, not an approved budget.

One benefit merged four calculations. The effects differ by household

An internal analysis by the Ministry of Labour and Social Affairs, described by ČTK on 3 June 2026, reported lower calculated support for 57 % of the 155 500 households included in the recalculation. According to the same calculation, almost a fifth of the 128 400 households monitored would remain below the living minimum after housing costs. This is not a long-term record of payments actually made, nor a complete map of poverty.

What the government’s first pension amendment of July 2026 actually contained

In its policy statement the government coalition pledged to cap the retirement age at 65 and to return to indexation by half of real-wage growth. The public summary of the first amendment approved by the government on 20 July 2026 describes an earlier spread of the age supplement from age 80 and an increase in the percentage assessment for work in retirement. The cap at 65 is not in it, and according to a ČTK report the return to half of wages dropped out of the bill.

The election administration information system, which was to carry candidate registration and the assembling of commissions, is by statute to be used only for elections held after 31 December 2027. The voter in the booth will not notice the change. The office will.

What a story can substantiate — and why it is not enough, by itself, for a general rule

“My acquaintance got vaccinated and then fell ill.” Such an account can document one person’s experience and flag a question worth checking. It does not, by itself, determine frequency or cause in a population: that requires a denominator, a comparison and control of other explanations.
